New ECD case law (restrictive) regarding passive resistance

The courts have once again restricted the use of the ECD (Taser) in regards to passive resistance. In this case a mentally disturbed individual was "Drive Stunned" five times over the course of 5 minutes. The male was passively resisting while holding on to a sign post and passively resisting attempts to take him in to custody for a psychiatric evaluation.
